  • The golf course area already includes amenities like a swimming pool, tennis court and restaurant that offer activities beyond golf. When considering improvements, Town Council recognized that expanding amenities would make the Town’s investment more valuable to a greater number of taxpayers. By adding features like pickleball courts and outdoor gathering spaces, the facility can better serve the evolving recreational needs of the whole community, ensuring that more residents benefit from the publicly funded and maintained space. 

  • Since the Town owns the Gypsum Creek Golf Course and invests heavily in its upkeep, expanding the variety of public amenities in the area would make it more accessible and beneficial to a wider range of residents. This ensures that all taxpayers get the most value from the Town’s investment in the course.  Besides, this area is beautiful and already functions as a center for gathering and social activity in Gypsum.

  • The proposed community pavilion will provide a modern, highly flexible space to support community needs year-round. While indoor recreational facilities like pickleball courts sound great in theory, they come with extremely high upfront and ongoing operating costs. Neither the Town nor Mountain Recreation has the resources to staff and maintain an indoor facility separate from the Gypsum Recreation Center. The most cost-effective way to expand indoor recreation options would be through an addition to the existing Rec Center.

  • The Town does not have funds available to address this project without additional revenue. Paying as we go for a project of this scale would significantly increase the overall budget. Since this is a long-term investment in our Town, the Council is considering using a modest tax increase and bonding to make these improvements while paying for them over time. That would allow community members to enjoy these amenities sooner and ensure that visitors to Gypsum help pay a significant portion of this investment. 

  • Once community feedback is gathered and the Gypsum Creek master plan is approved this spring, a bond question will be put before voters in November. If approved, we anticipate design to begin in 2026 and construction to be completed in late 2028. We will keep the community informed of progress throughout the project.

Pool FAQs:

  • Because the community wants it! Public outreach has shown that residents are still interested in having an outdoor pool or water feature in Gypsum for summer use.  However, public feedback suggests that a new pool in the Cotton Ranch area would likely face opposition due to noise concerns. Mountain Recreation has said they don’t have the staff or resources to operate a separate location efficiently and it would be much more cost effective to locate a new summer water feature at the existing Gypsum Recreation Center.

  • Good question!  It’s certainly worth considering the return on investment and level of community engagement able to be achieved for a seasonal outdoor pool operated for a short window each season.  That’s why the Town’s plan includes a fun and interactive splash pad, along with renovations to the Gypsum Recreation Center’s natatorium. The goal is to create an indoor/outdoor pool and water play experience for Gypsum—at a much lower cost than building a traditional outdoor pool.  Better public amenities in Gypsum and more money left in taxpayer’s wallets, what’s not to love?!

  • The 6-lane lap pool has reached the end of its lifespan, requiring significant investment for replacement. During the planning phase, we identified several key factors that led us to explore alternatives:

    • Neighbor Concerns: The original proposed location for the new outdoor pool south of Cotton Ranch Road raised significant concerns from adjacent residents regarding noise levels. We are committed to responding to our community's needs and minimizing potential disruptions.

    • Regional Pool Availability: Eagle's new, larger pool will open this spring. This allows collaboration and sharing of resources rather than duplicating facilities.

    • Operational Efficiency: Maintaining two seasonal outdoor pools (Eagle and Gypsum) would strain Mountain Rec. District’s staffing and operational budgets. Mountain Rec. District faces challenges in recruiting and retaining lifeguards and splitting resources would exacerbate this issue.

    • Community Enhancement: The splash ground offers a unique recreational amenity that complements our existing indoor pool and recreation center, creating a more comprehensive and engaging experience for residents of all ages.

  • Building a splash ground is projected to be more cost-effective than a new outdoor pool facility. The splash ground requires less water, fewer chemicals, and no lifeguards, resulting in lower operational costs. Additionally, the synergy with the recreation center further reduces expenses.

  • Integrating the splash ground with the recreation center offers several advantages:

    • Operational Synergy: Sharing staff, utilities, restrooms, and other facilities between the indoor pool, recreation center and splash ground reduces operational costs and increases efficiency.

    • Enhanced Indoor-Outdoor Experience: As part of the project, large, garage-style doors will be added to the recreation center indoor pool to create a seamless indoor-outdoor flow, maximizing the use of both spaces and providing a more dynamic recreational environment.

    • Year-Round Recreation: Residents can enjoy indoor pool activities during colder months and the splash ground during warmer months, providing consistent recreational opportunities.

    • Improved Accessibility: Centralizing recreational activities at the recreation center makes them more accessible to residents, especially those who rely on public transportation or have mobility challenges.

  • We understand that some residents enjoy lap swimming. The new pool in Eagle will offer ample opportunities. The indoor pool at the recreation center also provides lap swimming opportunities year-round.

  • The splash ground will be designed with features to appeal to all ages, from toddlers to adults. These will include gentle spray features for younger children, interactive elements for older children, and shaded areas for adults to relax.

Construction and Planning FAQs:

  • To ensure that residents can enjoy peace and quiet while still allowing the community to benefit from public amenities, noise will be carefully managed through smart design. The tennis court, which generates less noise, will be placed closer to homes, while the louder pickleball courts will be positioned farther away. Additionally, park features will be oriented away from residential areas and buffered by berms to help reduce sound, creating a balanced space that benefits both nearby homeowners and park visitors. 

  • We understand that construction can be disruptive, and we’ll do everything possible to minimize the impact on the golf course and surrounding neighborhood. Our goal is to carefully plan the work to keep disruptions to a minimum while making much-needed improvements that will benefit the community in the long run. 

  • The current parking at the facility is insufficient for today’s needs, leading to overflow parking that clogs residential streets during busy times. Expanding the parking lot will help eliminate this issue, making it easier for visitors to park while reducing the impact on nearby homes. Additionally, redesigning Cotton Ranch Drive to include parallel parking with concrete bulb-outs will not only create more parking but also naturally slow down traffic, improving safety and enhancing the neighborhood streetscape.
